Call for proposals to IMO MSC-91

Dear members:

The ninety-first session of the Maritime Safety Committee will be held at IMO Headquarters, 4 Albert Embankment, London SE1 7SR from Monday, 26 November to Friday, 30 November 2012 the Committee. The IMLA, as one of the Non-governmental organizations with IMO, would like to continue its consultative status and functions in such event.

Members of IMLA are hereby invited to submit proposals to this conference and further encouraged to utilize and focusing upon the advantages and features of the IMLA and its members.

Submissions should be based on the following topics as indicated by the PROVISIONAL AGENDA of MSC 91, and could be

1.        Measures to enhance maritime security

2.        Goal-based new ship construction standards

3.        LRIT-related matters

4.        Passenger ship safety

5.        Making the Polar Code mandatory

6.        Radiocommunications and search and rescue (report of the sixteenth session of the Sub-Committee)

7.        Flag State implementation (report of the twentieth session of the Sub-Committee)

8.        Training and Watchkeeping (report of the forty-third session of the Sub-Committee)

9.        Safety of navigation (report of the fifty-eighth session of the Sub-Committee)

10.    Dangerous goods, solid cargoes and containers  

11.    Technical co-operation activities relating to maritime safety and security

12.    Capacity-building for the implementation of new measures

13.    Formal safety assessment

14.    Piracy and armed robbery against ships

15.    Implementation of instruments and related matters

In accordance with the Guidelines on the organization and method of work of the MSC and MEPC and their subsidiary bodies (MSC-MEPC.1/Circ.4/Rev.2), last submission will be due on 5 October 2012, should not be more than 4 pages or less and can only commenting on those proposals having been rendered, which can be approached through relevant governmental administrations in individual member states of IMO.

The proposals from the members of IMLA are in such circumstances are requested to submitted to Ms Wang Yingming (imla@shmtu.edu.cn) before 1, Oct., 2012,so that final proposals can be evaluated by specialists and submitted to MSC before the deadline through the secretariat of this organization.
