IMLA at IMO HTW5

The 5th session of the Sub-Committee on Human Element, Training and Watchkeeping (HTW), chaired by Ms. M. Medina (United States) was held at IMO headquarters in London, UK from Monday 16 to Friday 20 July 2018.IMLA has been represented by the representative, namely Prof. Takeshi Nakazawa, Prof. Malek Pourzanjani, Ms Yan Zhang, Ms. Melany Saramago, and Ms Haiyan Yu.

After the formal opening of the session by the IMO Secretary General, Mr Kitack Lim, and Chair of the HTW sub-committee, the following agenda has been adopted:

  1. Adoption of the agenda
  2. Decision of other IMO bodies
  3. Validated model training courses
  4. Reports on unlawful practices associated with certificates of competency
  5. Guidance for STCW Code, section B-I/2
  6. Comprehensive review of the 1995 STCW-F Convention
  7. Role of the Human Element
  8. Revision of the Guidelines on Fatigue
  9. Review of SOLAS chapter II-2 and associated codes to minimize the incidence and consequences of fires on ro-ro spaces and special category spaces of new and existing ro-ro passenger ships
  10. Amendments to the IGF Code and development of guidelines for low-flashpoint fuels
  11. Revised SOLAS regulation II-1/3-8 and associated guidelines (MSC.1/Circ.1175) and new guidelines for safe mooring operations for all ships
  12. Measures to harmonize port State control (PSC) activities and procedures worldwide
  13. Biennial status report and provisional agenda for HTW 6
  14. Election of Chair and Vice-Chair for 2019

  1. Any other business
  2. Report to the Maritime Safety Committee

During the session, the Chair amended the sequence of the agenda items to suit the presenters and member states representatives.

Most of the agenda items related to model courses, human element, fatigue,etc, especially related to sefety that might be of the importance for the IMLA member universities and the Secretariat.
