IMO HTW 2 validated IMLA-revised model course, Maritime English

The second session of the IMO's Subcommittee of Human element, Training and Watchkeeping (HTW 2) was held from 2 to 6 Feb., 2015 in London of the United Kingdom under the Chairmanship of Mr. Bradley Groves (Australia).

In order to adequately fulfill the consultative responsibility as a non-government organization in the IMO and show our capacity in contributing the international maritime education and training, IMLA shouldered the duty in revising the model course of Maritime English since HTW 1 session and submitted the draft text to this session for validation.

The delegation on behalf of IMLA consists of Associate Professor Clive Cole (World Maritime University), Professor Stephen Cross (Maritime Institute Willem Barentsz), Manager Catherine Logie (Marlins UK) and counterparts from Shanghai Maritime University, Professor Cai Yongliang, Professor Zhang Yang, Associate Professor Yuli Chen, Lecturer Xie Jieying and Zhou Feng for the attendance of the session. Through the lengthy debate and defense under the collaboration and hard efforts of our delegates, the draft text has been eventually validated in the plenary.

In addition, the proposal document entitled as “Review and revision of IMO model courses pursuant to the 2010 Manila Amendments to the STCW Convention and Code” co-authored by IMLA and International Association of Maritime Universities also has been noted with appreciation in the plenary and invited us to submit the draft revised model courses 3.12 on Assessment, Examination and Certification of Seafarers, and 6.09 on Training Course for Instructors for consideration.

Other two model training courses, i.e. Advanced Training for Oil Tanker Cargo Operations and Advanced Training for Liquefied Gas Tanker Cargo Operations has also been validated. The items including Revised guidelines for model course development, updating and validation processes, Role of the human element, Mandatory Code for ships operating in polar waters Review of STCW passenger ship specific safety training etc. are presented in the session, too.

The next session (HTW 3) will be held on 1 to 5 Feb., 2016 with the consideration of proposed agenda items as follows: Validated model training courses, Reports on unlawful practices associated with certificates of competency, Revised guidelines for model course development, updating and validation processes, Guidance for the implementation of the 2010 Manila Amendments, Role of the human element, Revision of the Guidelines on Fatigue (to be assigned), Review of STCW passenger ship-specific safety training, Amendments to SOLAS chapter II-1 and associated guidelines on damage control drills for passenger ships, First outline of the detailed review of the Global Maritime Distress and Safety System (GMDSS), Revision of requirements for escape route signs and equipment location markings in SOLAS and related instruments, Amendments to the IGF Code and development of guidelines for low-flashpoint fuels, Review MODU Code, LSA Code and MSC.1/Circ.1206/Rev.1.
