IMO MSC93 Conference

The 93rd session of Maritime Safety Committee (MSC 93) was held at IMO’s London headquarters from 14th to 23rd May 2014, under the chairmanship of Mr. Christian Breinholt(Denmark). IMLA delegation consisting of Chairman of IMLA, Prof. Dr. Jin Yongxing (Shanghai Maritime University, China), Prof. Clive Cole (World Maritime University, Sweden), Capt. Fred Anstey (Marine Institute of Newfoundland Memorial University, Canada) Ms. Catherine Logie(Marlins, UK) and Prof. Chen Yuli (Shanghai Maritime University, China) attended the meeting. 

Over 500 delegates from various member states and organizations attended this meeting. 22 items of agenda including Passenger Ship Safety and Measures to Enhance Maritime Security were fully discussed. As well, 21 Resolutions and 26 Circulars were, in principle, approved, including the draft Polar Code and related amendments to make the Code mandatory under SOLAS, with a view for formal adoption at its next session this November.

The IMLA submitted document entitled as “Comments on the development of COLREG model course” (MSC 93/20/7) was adopted during the session and invited to have an introduction at the plenary. The proposal’s views were fully shared and supported by a number of member states and made the plenary finally concur with the views. 

During the meetings, IMO’s SecretaryGeneral Mr. Koji Sekimizu hospitably met Prof. Jin Yongxing in his office. Mr. Sekimizu expressed many thanks to IMLA’s contributions to IMO, ad hoc to the world Maritime Education and Training (MET). He also wishes the collaborations between IMLA and WMU would be strengthened and deepened in the future. Prof. Jin expressed his sincere appreciations to Secretary-General for his continuous support to IMLA. 

IMLA delegates had constructive and fruitful communication with colleagues and friends from different member states and organizations, such as IMO MSC Chairman Mr. Christian Breinholt, IMO Council Chairman Mr. Jeffrey G. Lantz, IMO HTW Subcommittee Chairman Mr. Bradley Groves, IMO CCC Subcommittee Chairman Mr. Xie Fei, as well as IMO officials Mr. Ashok Mahapatra and Mr. Milhar Fuazudeen.

In addition, to further promote IMLA among the IMO delegates, on 19th May, IMLA sponsored a coffee break companied with some 300 pieces of IMLA brochures and gifts.
